Thanks to my faithful readers, it turns out this is a vintage store broom display. I was a bit skeptical so I googled it and... show-nuff. Not sure how it worked as such, but there it is. My guess was a candle dipper.

I know what it is.....amazing! Ha! Okay, my real guess is primitive receipt holder from a store or restaurant. I really have no idea, but when I first saw it I thought it would make a perfect photo holder.
I am thinking something from a diner or cafe to hang orders on? Lots of fun possibilities!

It is a broom display from an old general store!!! Had one myself a few years ago, always regretted selling it.
I think it's a hanging lamp that's lost it's fabric covering. It would look great with some paper mache' and turned into a birdcage!

Corrina & Joan are correct. An antique dealer/expert friend of mine had one that I always envied and she re-purposed it to hang pots & pans from above her stove!
hmmm... I'm guessing it holds short order tickets for the cook - in a diner?
Or! You could hang spare socks on it in the laundry room. (that's probably NOT it, but if you repurposed it?)
